It's a catch-22 situation.

(an impossible situation that you cannot solve because you need to do one thing in order to do a second thing, but you cannot do the second thing until you have done the first)
    • It's a Catch-22 situation - without experience you can't get a job and without a job you can't get experience.
    • “Mr. Abe faces a Catch-22,---he cannot promise that he will worship at Yasukuni, and he cannot promise that he will not.”
  • ちなみに"damned if you do, damned if you don't.(=whatever you say or do will be considered wrong)"もちょっと似ている表現。
    • Doesn't matter if the president's wife uses the power of her position or not ― she's damned if she does and damned if she doesn't.
    • If I invite Aunt Jane, Mother will be angry, and if I don’t, I lose Jane’s friendship―I’m damned if I do and damned if I don’t.
